What Is D3IP?
D3IP is based at Dorset Innovation Park and provides digital experimentation and innovation as a service to government and industry partners. We utilise a sophisticated, comprehensive and integrated operating model, comprising access to a range of government-funded assets (GFA), a diverse supply chain community, and expertise that supports our agile innovation approach.
We primarily focus on Defence, Law Enforcement, National Security, and other public sector organisations. Through our collaboration community, we bring together industry, academia, subject matter experts, regulatory bodies, and others to collaboratively tackle real-world challenges.
By fostering this dynamic ecosystem, we enable innovative organisations – especially those that may not traditionally engage in public sector procurement – to access opportunities, develop novel solutions, and drive meaningful impact.

What Do We Do?
We work alongside government customers, industry, academic partners, and other interested organisations – such as policy makers and regulators – to deliver collaborative and novel solutions to challenges. Our operating model provides an opportunity to engage in research, development, and experimentation in a rapid and iterative environment.
We bring thought-leaders and capability developers together with customers at an early stage and maintain a collaborative approach throughout. This means research and experimentation can evolve and lessons can be learnt quickly to support iterative and agile development of solutions, delivered at pace.
Experience has demonstrated that the traditional procurement process can be considerably enhanced by utilising the D3IP model, and the time for Customers to build a compelling business case for exploitation is significantly reduced.
Our Operating Model
The application of a trusted operating model provides a service wrap that drives collaboration between customers and community members. This encourages different perspectives and gathers evidence from industry; partners in academia; specialist subject matter experts; policy and regulatory bodies; and others enabling stakeholders to make better informed investment decisions.

Disrupting the Traditional Delivery Timeline
Two of the key challenges for industry and academia are the time taken and the effort required to demonstrate capabilities and secure meaningful contracts with government organisations. This is particularly relevant with regard to cutting-edge technologies, where development cycles outpace the unwieldy traditional procurement processes.
The D3IP operating model, a capability that has been tested and proven within government organisations, provides an alternate and iterative approach to R&D, experimentation, and prototyping.
